The Public Intelligence Project - Foreign Service Offices

The Public Intelligence Project & The State Department

Foreign Service Office

The Foreign Service Office of the Public Intelligence Project, along with all of its divisions and services, functions as a legal component of the United States Central Intelligence Agency Labs. It operates as part of the ongoing Military and Medical Research Sections of this alliance.


This Foreign Service Office, and the Public Intelligence Project both operate under the oversight of the Department of War – Defense Intelligence Agency, the U.S. Department of State, and the U.S. Department of Justice.


AUSA Catherine A. Connelly, serving as Agency Head, provides legal oversight support for each agency in cooperation with the Public Intelligence Project, and can be reached through the U.S. Department of Justice in Washington, D.C., USA.


U.S. Department of State Oversight:


The United States Department of State serves as the primary agency overseeing strategic dialogue and diplomatic affairs within the broader framework of national intelligence collaboration for the Public Intelligence Project. As part of its global public diplomacy mission, the State Department coordinates efforts both domestically and internationally to advance U.S. interests and strengthen cooperative alliances.


A key figure in this mission is Christopher L. Fitzgerald, who serves as Coordinator for Global Anti-Corruption and Defense Affairs at the State Department. In addition, Fitzgerald holds the role of Special Deputy Secretary, a position to which he was appointed by Secretary of State Hillary Clinton. In this capacity, he was tasked with advancing the Asian Pacific Diplomatic Alliance—a strategic initiative designed to deepen U.S. engagement in the Asia-Pacific region with a strong emphasis on anti-corruption measures.


These initiatives are coordinated across Asian-Pacific nations, U.S. agencies, and diplomatic networks, fostering stronger ties and collaborative frameworks. Through his work with partnering agencies and officials, Fitzgerald has played a central role in establishing and nurturing diplomatic relationships that reinforce the Asian-Pacific alliance with the United States.
