Preamble
The Public Intelligence Project (PIP) is a research-oriented analytic initiative operating under the legal framework of the CIA Labs, of the Central Intelligence Agency. PIP exists to advance lawful, transparent, and cooperative intelligence research practices, that support domestic, and international stability, rule of law, and informed diplomacy.
This Foreign Service Policy Statement establishes guiding principles for overseas engagement, and professional conduct in full alignment with the Vienna Convention on Diplomatic Relations (1961), applicable international law, and United States statutory, and constitutional obligations.

I. Legal and Diplomatic Compliance
1. Respect for Sovereignty
PIP personnel shall fully respect the sovereignty, territorial integrity, and political independence of host states. Activities shall be conducted only with appropriate authorization and in a manner consistent with international law.
2. Vienna Convention Adherence
All foreign service engagements shall conform to the Vienna Convention on Diplomatic Relations, including but not limited to:
• Respect for diplomatic privileges and immunities
• Non-interference in the internal affairs of host nations
• Proper use of diplomatic facilities, status, and communications
3. Host Nation Law
PIP personnel shall comply with the laws and regulations of host countries except where diplomatic immunity lawfully applies.

II. Mission Scope and Engagement
1. Analytic and Research Focus
PIP’s foreign service role is limited to:
• Open-source intelligence research
• Strategic risk analysis
• Public-interest intelligence methodologies
• Academic and institutional collaboration
2. No Covert or Enforcement Authority
PIP does not conduct unilateral intelligence collection, covert action, law enforcement operations, or kinetic activities abroad.
3. Interagency Coordination
All foreign engagements shall be coordinated through appropriate U.S. Government diplomatic channels, and interagency oversight mechanisms.

III. Ethical Standards and Human Rights
1. Human Rights Commitment
PIP affirms the principles of the Universal Declaration of Human Rights and integrates human rights impact assessments into all foreign research initiatives.
2. Transparency and Accountability
To the greatest extent compatible with national security and diplomatic norms, PIP promotes transparency in research intent, partnerships, and outcomes.
3. Non-Discrimination
Engagements shall be free from discrimination based on nationality, ethnicity, religion, political opinion, or lawful civic affiliation.

IV. Diplomatic Conduct and Representation
1. Professional Neutrality
PIP personnel shall maintain political neutrality in host nations and shall not engage in partisan, electoral, or advocacy activity.
2. Use of Official Status
Diplomatic or official status shall be used solely for legitimate research and liaison purposes and never for personal benefit.
3. Information Stewardship
Sensitive information shall be handled with due regard for classification, data protection, and host nation sensitivities.

1. Collaborative Engagement
PIP supports cooperative partnerships with academic institutions, multilateral organizations, and foreign research bodies consistent with U.S. foreign policy objectives.
